Google does not ask everyone for a phone number, and that is exactly what makes it confusing. One person creates a Gmail account with no phone prompt at all; another is told a number is required before they can continue. Google decides case by case, using signals about your device, network and activity. This guide explains when Google asks for a phone, how to use a one-time virtual number for that step, and why your long-term recovery settings should never depend on a temporary number.

When does Google ask for phone verification?

Google asks for phone verification when its systems want extra confidence that an account is legitimate. Common moments include creating a new Google account, signing in from an unfamiliar device or location, recovering an account, and unlocking certain YouTube features, where Google has used phone verification to enable things like custom thumbnails and longer uploads. Google changes these triggers without notice, so do not be surprised if your experience differs from someone else's.

Can you verify a Google account with a virtual number?

Sometimes. A virtual number works for Google when it receives the SMS and Google accepts that number, and Google is one of the stricter platforms. It may refuse numbers that have been used for many accounts or that belong to ranges it associates with abuse. • 2-Step Verification using passkeys, a security key, or an authenticator app, rather than SMS.
• Backup codes, printed or saved in a password manager.

What about YouTube and Google Voice?

YouTube uses phone verification for some channel features, and the same rule applies: the number only needs to receive one code, so a one-time number can work if Google accepts it, while your account recovery should rely on methods you control. Google Voice is different. It is a Google product that gives you a phone number, and its setup has typically asked you to link an existing phone number. Why does Google say the number cannot be used?

Which country should you choose for a Google number?

Choose a country that fits where the account will be used and that currently has stock. A number, language setting and location that are consistent with each other are less likely to trigger extra checks. Compare regions on the countries page, and remember that stock and acceptance change over time.

If you are setting up accounts for a business team, look at Google Workspace instead of individual Gmail signups. There, an administrator creates the accounts and can manage recovery for users, so staff accounts do not depend on anyone's personal phone number.

What are Google's rules on creating accounts?

Google allows people to have more than one Google account, for example separate personal and work accounts. Its policies prohibit creating accounts to abuse its services, send spam, or get around restrictions it has placed on you, and Google can disable accounts that break those rules. Use a virtual number only to create or protect a legitimate account you intend to use, and give that account proper recovery options straight away.
